Police administrators are responsible for the effectiveness of their individual police officers. Sir Robert Peel, however, noted that the most effective police would be those who would need to do no criminal enforcement at all. What is the best way to rate the individual performance of those in the agency? How about the squad supervisors? Is the “best” squad the squad that makes the most arrests consistently? Or is that the squad that is pushing too hard and being too “hard-nosed?”
Have you ever worked in an organization beset by the quantity-versus quality dilemma? How did you feel as an employee of the agency? If you have never worked for this type of company/organization, have you ever known someone who did? What measures of productivity were used that measured the quality of performance?
