Texas county

In Texas, all 254 counties have the same type of government: county commissioners court made up of four precinct commissioners and one county judge. By contrast, cities of more than 5000 people get to choose their structure of government: these are called home rule cities.

So, Harris county, with nearly 5 million residents has the same structure as Loving county, which has about 80 people! Does this seem fair in an electoral representation sense? A county commissioner in Harris county represents over a million people, while in Loving county a commissioner represents 20 people.

Would it make sense to let very large counties choose a different type of government, or at least increase the number of commissioners that administer the county? Describe the advantages and disadvantages of changing the current system. 300 words
