For your final paper, your assignment is to write a policy memo for a top level policy maker at the local, state or federal level. Say, the mayor, the governor or the president. No special format is required—the purpose of making it a policy memo is to give you a target audience and to encourage you to apply concepts and ideas we have explored and apply them to real world problems. You pick the issue (although obviously it must be related to inequality) but in completing the assignment, you need to answer the following questions:
1. why is it important? (Don’t spend too much time on this—a paragraph or two to “pull the reader in” is good.
2. What are the key choices and alternatives in addressing this issue?
3. In your view, what is the best course of action in addressing this issue? Explain and justify thoroughly.
The entire paper should be about 5 pages, excluding references and title page, etc.. You must use a minimum of three refereed sources—that is, substantive, scholarly articles or reports. While you can use assigned material, it does not count as one of the three sources. Same story with newspaper or magazine articles—they can be used, but they don’t count toward the three sources. Use internet sources carefully, treat short pieces like newspaper articles, but in-depth reports based on solid research are fine and can be counted as one of your minimum three sources. All your references must be cited. Cite your work as follows:
4. For a book: Rosemary O’Leary and Lisa Bingham, eds. 2003. The Promise and Performance of Environmental Conflict Resolution (Washington, DC: Resources for the Future).
5. For an article in a journal: Martin L. Weitzman, “A Review of the Stern Review on the Economics of Climate Change,” Journal of Economic Literature 45, no. 3 (2007):703-24.
6. For a website: Parker, Mario. 2012. “Twenty Five U.S. Senators Ask EPA to Adjust Ethanol Mandate.” August 7. Bloomberg BusinessWeek Website. (give the website) Accessed August 16, 2012.
