Influenza Pandemic

INSTRUCTIONS:

The need to be prepared for an influenza pandemic is an ongoing concern for public health departments at the federal, state, and local levels. Public health professionals receive training in emergency preparedness for the possibility of an influenza epidemic and/or pandemic. This assignment is designed to familiarize you with some of the public health challenges and interventions of an influenza pandemic with a focus on the ethical considerations. Essay format is not required for this assignment. Remember to provide citations as appropriate in your responses.
1. Identify two ethical human rights challenges associated with behavioral interventions that would likely be used in a pandemic and discuss ways to minimize the social consequences of such challenges.
2. Describe two public health countermeasures and the ethical values at stake in each that could help foster voluntary cooperation and public trust upon implementation of each countermeasure.
3. Select two examples of how ethical considerations can be incorporated into pandemic preparedness to address the tensions of decision makers as they confront the central dilemma arising from the contrast between public health ethics and therapeutic medicine.
4. Accounting for ethical, and social/environmental considerations, identify how public health officials might prioritize the following two scare resources (1) immediate intervention medical supplies, and (2) lifesaving medical supplies.
