Purpose: To provide information on the process of the Homeland Security Grant Program

 

Background: The Homeland Security Grant Program plays a vital part in the usage of the National Preparedness System by supporting the building sustainment, and conveyance of center abilities necessary to accomplishing the National Preparedness Goal of a safe and reliable country. State Homeland Security Program (SHSP).

This grant helps assist state, local and tribal governments in preventing, planning for, defending against, and responding to acts of terrorism. Supports the execution of hazard-driven, abilities based state Homeland Security systems to address capacity targets set in urban territory, state, and regional Threat and Hazard Identification and Risk appraisals (THIRAs).

  • Funds will be allocated based on three factors:
    • Minimum amounts as legislatively mandated
    • DHS’ risk methodology
    • Foreseen adequacy of proposed ventures

  • All 50 states, the District of Columbia, Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the U.S. Virgin Islands may apply for this grant to the Administrator of the Federal Emergency Management Agency. These states must incorporate:
    • The reason and the purpose behind grant funds.
    • A depiction of how the state intends to apportion the assets.
    • Spending demonstrating the goals of assets.

  • Once the State receives funds, no later than 45 days, the high risk area will be awarded no less than 80 percent. This fund holds a 24-month period of performance, however an extension can be rewarded if requested by the governor of the state (excludes District of Columbia, the Commonwealth of Puerto Rico, American Samoa, and the Commonwealth of the Northern Mariana Islands, Guam, and Virgin Islands). The constraints include:
    • Funds cannot be used for
      • Purchase of weapons and weapons accessories, solicitation, selection and monitoring of sub-grantees.

Urban Area Security Initiative (UASI).The UASI program funds address the unique hazard-driven, and capabilities-based arranging, association, equipment, preparing, and practice needs of high-threat, high-density urban zones on the capability targets recognized amid the THIRA procedure and related assessment efforts.   • The State Administrative Agency (SAA) is the only entity qualified to apply for UASI funds. For states qualified for UASI, the SAA can present an application for their sake. Based on the hazard examination the DHS will only fund the highest-threat, highest-density urban areas.

Operation Stonegarden (OPSG). Homeland Security

This grant is proposed to upgrade participation and coordination among local, tribal, regional, state, and government law enforcement organizations in a joint mission to secure the United States’ borders along routes of entrance. From worldwide borders to incorporate travel corridors in States’ bordering Mexico and Canada, as well as states and regions with global water outskirts.

  • Funds will be allocated in view of hazard based prioritization utilizing a U.S. Customs and Border Protection (CBP) sector-particular border risk strategy. Factors considered in deciding funds, but not limited to:

  • The State Administrative Agency is the only entity qualified to apply for OPSG stores. Sub-beneficiaries, states, local units of government at county level, and tribal governments who are eligible for OPSG, the SAA must apply on their behalf.

  • Once the State receives funds, no later than 45 days, the eligible jurisdiction will be awarded no less than 100 percent. This fund holds a two-year time of performance.
    • Grantees may not start operations, commit, or consume any assets until FEMA GPD and CBP/BP Headquarters has affirmed the final operations arrangement, incorporated an implanted spending plan, and any current unique conditions, and removed confinements.
    • Funds constraints include:
      • Assets being utilized for staffing and general IT processing gear and equipment.
      • Assets for construction.
      • Assets being utilized toward contracting full-time or permanent public safety security officers.
      • Assets to supplant inalienable routine watches and law authorization operations or exercises not identified with giving improved planning amongst local and government law enforcement.

Note: Grant programs will not interfere or affect other federal programs such as, Firefight and other assistance programs authorized under the Federal Fire Prevention and Control Act of 1974, Grants authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Emergency Management Performance Grants, Grants to protect critical infrastructure, The Metropolitan Medical Response System, The Interoperable Emergency Communications Grant Program, grant programs not administered by the department.
