Assignment Three: Final Paper: Ideological Analysis of a Canadian Social Welfare Policy/Program

Instructions and Grading Guidelines

Weighting: 35%

Due date: See the Calendar (scheduled as a take-home final exam during the examination period).

Students will choose a Canadian social policy or social program and will identify which ideology the policy/program CURRENTLY embraces (based on the ideological elements that we discussed in class). Students will then discuss how policymakers would address the same social problem if an alternative ideology was embraced (again, using the ideological elements as your framework). For example, if you have chosen Employment Insurance, tell me what ideology EI currently embraces (i.e., neo-conservatism, liberalism, social democracy, Marxism, or Indigenous). Then tell me how policymakers would address the problem of unemployment, including the type of policy or program that they would create, if they adopted a different ideology (again, you are using the eight ideological elements as your framework.)

The final paper will include your revised Part I along with the ideological analysis of your selected social welfare policy or program. Your ideological analysis should be approximately 6-8 pages in length (3-4 pages per ideology) and should follow your revised Part I (except for the implications/relevance to social work, which would go now at the end of your paper). The entire final paper should be approximately 12-16 pages in total (double-spaced and not including references).

The format of the final assignment should be as follows:

Title page

Introductory paragraph

Description of the social problem

Description of the social welfare policy/program

Ideological analysis of the social welfare policy/program

•Ideology that is embraced by the policy/program

•How policy/program would look if a different ideology was embraced

Implications or relevance to social work

Concluding paragraph

Additionally, students should briefly discuss how the particular ideologies affect social work practice? In other words, why would social workers care which ideology was adopted by policymakers?
